This is a very good question. In cesare’s day, it was the “law of the land” that was the same for everyone. In other words, if you did not commit a crime, then you would not be punished. Beccaria was a philosopher who believed that the best way to prevent corruption was to make people accountable. He did this by making the law so that people could be held responsible for their actions. Cesares is saying the same thing.
