This is a common clue that a driver is impaired, but the fact is that the majority of the time, when someone is pulled over, they are merely “stopped” for a short period of time. The point of the law is to tell someone that they can’t drive. It isn’t about making a driver stop driving.

This is the fourth time we’ve been asked to answer this question, but it’s the single most significant clue to law enforcement that we’ve seen so far.
